Canada witnesses an entry of over 130,000 students every year who come into the country for higher studies. Many students from abroad prefer Canada to learn languages - mainly English and French. In Canada, the responsibility of post-secondary educations falls on the shoulders of the individual provinces and the territories. Majority of the funds comes from the government and this is pumped into public post-secondary institutions while the remaining funding comes from tuition fees, the federal government, and research grants. Almost all post-secondary institutions in Canada have the authority to grant diplomas or degrees.

Mexico follows a centralized system of education where decisions are made at the federal level by the Secretariat of Public Education. This ministry sets the educational standards at all levels except in autonomous universities chartered by the government.
