China is the fastest developing nation in Asia and Colleges and Universities of China are its bedrock. Therefore the govt. of China has paid tremendous importance to the development of Colleges and Universities in China. The education system in China is reinvigorated at all levels. Since 1998, the proportion of the overall budget allocation has been increased by one percentage point every year. As a result the number of colleges and universities in China are also increasing. There were more than 2236 higher education institutes at the end of 2004 leading the gross enrollment rate to 19%.
In order to improve the accessibility of higher education the government is allowing the private sector also to set up higher education institutes in China since 2003. As a result various foreign universities are also coming up in the country. The choices of the students in China have also increased as a multitude professional courses are available in China today. International co-operation in the field of higher education has also increased over the years and quite a good number of foreign students come to China for higher education. The Ministry of Education is responsible for managing the work on enrolling foreign students at Chinese colleges and universities in an all-around way. It formulates the principles and policies on accepting foreign students, manages the "Chinese Government Scholarship" in accordance with its administration scope, coordinates and guides the work on enrolling foreign students in all regions and all schools in China, and evaluates the foreign students management work in all regions and schools and their teaching quality. The National Study-abroad Fund Management Committee is entrusted the job of looking after the work on state-planned enrollment of foreign students and the detailed management work.
