In order to improve the accessibility of higher education the government is allowing the private sector also to set up higher education institutes in China since 2003. As a result various foreign universities are also coming up in the country. The choices of the students in China have also increased as a multitude professional courses are available in China today. International co-operation in the field of higher education has also increased over the years and quite a good number of foreign students come to China for higher education. The Ministry of Education is responsible for managing the work on enrolling foreign students at Chinese colleges and universities in an all-around way. It formulates the principles and policies on accepting foreign students, manages the "Chinese Government Scholarship" in accordance with its administration scope, coordinates and guides the work on enrolling foreign students in all regions and all schools in China, and evaluates the foreign students management work in all regions and schools and their teaching quality. The National Study-abroad Fund Management Committee is entrusted the job of looking after the work on state-planned enrollment of foreign students and the detailed management work.
