The Estonian Constitution states, “Everybody has the right to an education. Attending school is compulsory for all school-age children to the extent established by law, and is free in general education schools established by state and local governments.” Although the statements talks about basic education, it nevertheless stresses how much overall education in the country is valued. The standard of higher education in the country can be gauged from the fact that in 1995, approximately 16 percent of the Estonians between age 24 and 33 had passed out of institutions of higher education, 27 percent from professional secondary schools in the country and 44 percent from secondary schools (including vocational education).
